Consiliul municipal aprob\u0103 \u00een acest sens regulamentul cu privire la bugetul civil, care prevede clar domeniile de competen\u021b\u0103 a Prim\u0103riei pot fi scrise proiectele (infrastructur\u0103 urban\u0103, cultural\u0103 \u0219i social\u0103; mobilitate urban\u0103; Smart City; democra\u021bie local\u0103; educa\u021bie, tineret \u0219i sport), componen\u021ba \u0219i atribu\u021biile Comisiei de evaluare tehnico-legal\u0103, calendarul depunerii proiectelor \u0219i regulile de selectare ale acestora. Alegerea proiectelor se realizeaz\u0103 prin vot deschis \u00een incinta Prim\u0103riei \u0219i a preturilor, precum \u0219i prin vot online. Totodat\u0103, regulamentul garanteaz\u0103 sum\u0103 minim\u0103 de 3 milioane de lei din bugetul municipal pentru finan\u021barea proiectelor.<\/p>\n<p><strong>\u00cen municipiul B\u0103l\u021bi, procesul de bugetare participativ\u0103 se realizeaz\u0103 din anul 2016<\/strong>, c\u00e2nd au fost depuse 6 proiecte scrise de c\u0103tre cet\u0103\u021beni pe problemele publice. \u00cen anul 2017, administra\u021bia public\u0103 local\u0103 a adoptat bugetarea participativ\u0103 drept politic\u0103 public\u0103 print adoptarea regulamentului de implementare a proiectului \u201eBuget civil\u201d,care prevede scrierea cererilor de finan\u021bare de c\u0103tre grupuri de ini\u021biativ\u0103 civic\u0103 pe o problem\u0103 de interes public din localitate. \u00cen anul 2017 au fost finan\u021bate 11 proiecte, iar \u00een 2018 &#8211; 10 proiecte.<\/p>\n<p><strong>\u00cen ora\u0219ul Cimi\u0219lia, valoarea bugetului propus pentru anul 2019, \u00een cadrul procesului de bugetare participativ\u0103 pentru proiectele selec\u021bionate este de 100 mii lei.<\/strong> Valoarea maxim\u0103 alocat\u0103 din buget pentru un proiect este de 10 mii lei. Alte 10 mii de lei trebuie s\u0103 constituie contribu\u021bia aplicantului.Evaluarea proiectelor se va face de c\u0103tre o comisie special\u0103, \u00eenfiin\u021bat\u0103 \u00een baza unei dispozi\u021bii a primarului ora\u0219ului Cimi\u0219lia, Gheorghe R\u0103ileanu.<\/p>\n<p><strong>La nordul Moldovei, \u00een ora\u0219ul Flore\u0219ti, valoarea bugetului propus \u00een anul bugetar 2019, \u00een cadrul procesului de bugetare participativa pentru proiectele selec\u0163ionate este de 1.000.000 lei,<\/strong> inclusiv TVA. Valoarea estimat\u0103 pentru un proiect propus trebuie s\u0103 se \u00eencadreze \u00een suma maxim\u0103 500.000 lei.<\/p>\n<p><strong>\u00cen municipiul Cahul, bugetarea participativ\u0103 \u00ee\u0219i propune implicarea cet\u0103\u021benilor municipiului \u00eentr-un proces democratic pentru stabilirea modalit\u0103\u021bii optime de valorificare a surselor financiare din bugetul local.<\/strong> Astfel, potrivit regulamentului de bugetare participativ\u0103 \u00een ora\u0219ul Cahul, anual Prim\u0103ria municipiului Cahul, la aprobarea bugetului local, va planifica echivalentul sumei a 1% din buget (\u00een jur de 1 milion de lei),destinat concursului de proiecte din partea cet\u0103\u0163enilor,grupurilor de ini\u0163iativ\u0103 \u015fi a ONG-urilor din municipiul Cahul. Valoarea proiectelor depuse va fi cuprins\u0103 \u00een limitele de la 50 000 lei la 100 000 lei pentru fiecare proiect. Propunerile trebuie s\u0103 se \u00eencadreze \u00eentr-unul din urm\u0103toarele domenii: a) alei \u0219i trotuare; b) mobilitate, accesibilitate \u015fi siguran\u0163a circula\u0163iei; c) spa\u021bii verzi \u0219i locuri de joac\u0103; d) amenajare spa\u0163ii publice (mobilier urban, iluminat public etc.); e) activit\u0103\u0163i \u015fi infrastructura educa\u021bional\u0103, sportiv\u0103 \u0219i cultural\u0103.<\/p>\n<p>Iar<strong> locuitorii satului Avdarma din UTA Gagauz-Yeri vor putea beneficia de ajutorul prim\u0103riei pentru solu\u0163ionarea unor probleme de importan\u0163\u0103 local\u0103. Acesta se \u00eenscrie \u00een proiectul \u201eBugetul civic Avdarma-2020\u201d<\/strong>, lansat de autorit\u0103\u0163i, iar cererile pentru finan\u0163are pot fi depuse p\u00e2n\u0103 la 12 martie 2020.Banii vor fi direc\u0163iona\u0163i pentru lucr\u0103ri de infrastructur\u0103, amenajare, reabilitarea locurilor publice, infrastructura drumurilor, sectorul social, cultur\u0103, ecologie, educa\u0163ie, tineret \u015fi sport. Cererile de finan\u0163are pot fi depuse de grupuri de ini\u0163iativ\u0103, sus\u0163inute de cel pu\u0163in 20 de localnici. Suma solicitat\u0103 nu va dep\u0103\u015fi 15 mii de lei, iar contribu\u0163ia proprie se va estima la 30%.<\/p>\n<h2><strong>Implementarea buget\u0103rii participative \u00een satul Bude\u0219ti<\/strong><\/h2>\n<p>\u00cen satul Bude\u0219ti, procesul de bugetare participativ\u0103 este realizat \u00een cadrul proiectului \u201eBugetare participativ\u0103 \u2013 instrument eficient pentru participarea cet\u0103\u021beneasc\u0103 \u00een Moldova\u201d, Proiectul este sprijinit financiar de Ministerul Afacerilor Externe al Republicii Cehe \u0219i implementat de AGORA CENTRAL EUROPE, IDIS \u201eViitorul&#8221;, Prim\u0103ria ora\u0219ului Ialoveni \u0219i Prim\u0103ria satului Bude\u0219ti.<\/p>\n<p>Pentru localitate, bugetarea participativ\u0103 reprezint\u0103 o premier\u0103 provocatoarea pe care Prim\u0103ria satului Bude\u0219ti a reu\u0219it s\u0103 o realizeze la un nivel \u00eenalt. Astfel, al\u0103turi de celelalte localit\u0103\u021bi din Moldova, autoritatea public\u0103 local\u0103 din Bude\u0219ti ofer\u0103 posibilitatea cet\u0103\u021benilor s\u0103 decid\u0103 \u00een mod direct cum va fi utilizat\u0103 o parte din bugetul localit\u0103\u021bii.Practic, \u00een toate localit\u0103\u021bile care implementeaz\u0103 acest instrument democratic, bugetarea participativ\u0103 este un proces deschis \u015fi transparent prin care membrii comunit\u0103\u0163ii se implic\u0103 direct \u00een formularea deciziilor privind priorit\u0103\u0163ile de cheltuire a banilor din bugetul local. Cet\u0103\u021benii depun proiecte de interes pentru comunitatea local\u0103, o comisie a prim\u0103riei sau un grup de lucru selecteaz\u0103 propunerile eligibile \u0219i acestea sunt votate de c\u0103tre cet\u0103\u021beni. Domeniile \u00een care sunt \u00eenscrise propunerile \u021bin de obicei de competen\u021ba autorit\u0103\u021bii publice locale \u0219i nu includ aspecte ce \u021bin de infrastructura nemijlocit\u0103 a comunit\u0103\u021bii sau prestarea anumitor servicii publice, care sunt \u00een gestiunea autorit\u0103\u021bilor. \u00cen ce prive\u0219te procedura, participa la procesul de bugetare participativ\u0103 cet\u0103\u0163enii care locuiesc \u00een localitatea respectiv\u0103 \u015fi au \u00eemplinit v\u00e2rsta de cel pu\u0163in 18 ani, individual, asocia\u021bi \u00een grupuri de ini\u021biativ\u0103 sau asocia\u021bii ob\u0219te\u0219ti. Iar procedura de votare \u0219i validarea voturilor este \u0219i ea diferit\u0103 \u00een dependen\u021b\u0103 de capacit\u0103\u021bile fiec\u0103rei administra\u021bii publice locale: fie online, fie prin votul direct sau prin analiza Grupului de lucru.<\/p>\n<p>Cu toate c\u0103 fiecare localitate unde este implementat procesul de bugetar participativ\u0103 are propriul regulament \u00een acest sens, bugetarea participativ\u0103 urm\u0103re\u0219te acela\u0219i scop peste tot \u0219i anume implicarea cet\u0103\u021benilor municipiului Cahul \u00eentr-un proces democratic pentru stabilirea modalit\u0103\u021bii optime de valorificare a surselor financiare din bugetul local.<\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;3.22.4&#8243; header_font=&#8221;||||||||&#8221; header_text_color=&#8221;#0C71C3&#8243; custom_padding=&#8221;||0px|3px||&#8221;]<\/p>\n<h1><strong>Prezentarea buget\u0103rii participative \u00een satul Bude\u0219ti<\/strong><\/h1>\n<p>&nbsp;<\/p>\n<p>Bugetarea participativ\u0103 reprezint\u0103 o practic\u0103 de democra\u021bie participativ\u0103 prin care cet\u0103\u021benii se implic\u0103 \u00een decizii cu privire la modul \u00een care sunt aloca\u021bi banii publici. Procesul de bugetare participativ\u0103 presupune ca cet\u0103\u021benii s\u0103 identifice probleme, s\u0103 elaboreze solu\u021biile \u0219i s\u0103 estimeze costurile, scriind propuneri de proiect, ce sunt \u00eenainte spre finan\u021bare c\u0103tre administra\u021bia public\u0103 local\u0103. Astfel, cet\u0103\u021benii sunt cei care prioritizeaz\u0103 problemele locale, administra\u021bia public\u0103 vine doar cu expertiza legal\u0103 \u0219i tehnic\u0103, decizia final\u0103 de finan\u021bare fiind luat\u0103 de cet\u0103\u021beni. Aceasta nu \u00eenseamn\u0103 c\u0103 administra\u021bia public\u0103 va finan\u021ba doar aceste proiecte. Acest mecanism vine s\u0103 dezvolte implicarea oamenilor de r\u00e2nd \u00een procesele decizionale, \u00een elaborarea \u0219i executarea bugetului local, dar \u0219i s\u0103 fie mult mai implica\u021bi \u00een via\u021ba comunit\u0103\u021bii sale.<\/p>\n<p>\u00cen timpul acestui proces, cet\u0103\u021benii din satul Bude\u0219ti au decis cum s\u0103 foloseasc\u0103 o parte specific\u0103 din bugetul public. Astfel, cet\u0103\u021benii acestei comunit\u0103\u021bi au ob\u021binut un control mai bun asupra acestor finan\u021be, utilizarea lor este \u00een conformitate cu nevoile lor \u0219i, \u00een acela\u0219i timp, creeaz\u0103 condi\u021biile pentru o mai bun\u0103 cooperare \u00eentre ace\u0219tia \u0219i autorit\u0103\u021bile publice.<\/p>\n<p>Potrivit metodologiei bugetarii participative, procesul \u00een satul Bude\u0219ti include urm\u0103toarele etape: Etapa 1. Campania de informare; Etapa 2. Depunerea de proiecte; Etapa 3. Analiza proiectelor. Publicarea lor \u0219i evaluarea fezabilit\u0103\u021bii; Etapa 4. Votarea proiectelor; Etapa 5. Validarea voturilor, prezentarea rezultatelor; Etapa 6. Implementarea proiectelor selectate \u0219i Etapa 7. Decizia Consiliului local Bude\u0219ti referitor la alocarea resurselor financiare pentru urm\u0103torul ciclu al buget\u0103rii participativ\u0103.<\/p>\n<p>\u00cen acest sens, \u00een perioada iunie-august 2019, <strong>au<\/strong> <strong>fost depuse 14 propuneri de proiect de c\u0103tre locuitorii satului Bude\u0219ti<\/strong>. Cele 14 proiecte se \u00eencadreaz\u0103 \u00een domeniile: mobilitate urban\u0103, infrastructur\u0103 social\u0103, cultur\u0103, amenajarea \u0219i reabilitarea spa\u021biilor verzi, terenuri \u0219i locuri de joac\u0103, educa\u021bie, tineret \u0219i sport.<\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;3.22.4&#8243; text_font=&#8221;||||||||&#8221; header_font=&#8221;||||||||&#8221; header_text_color=&#8221;#0C71C3&#8243;]<\/p>\n<h1><strong>Rezultatele vot\u0103rii<\/strong><\/h1>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\">Toate propunerile depuse de cet\u0103\u021beni au fost selectate \u0219i aprobate pentru a fi supuse votului \u00een perioada 21 octombrie \u2013 11 noiembrie 2019. \u00a0Prin urmare, procedura de vot\u00a0 \u00een cadrul programului de bugetare participativ\u0103 s-a \u00eencheiat pe 11 noiembrie, 6<strong>16 persoane vot\u00e2nd unul dintre cele 14 proiecte propuse de 11 bude\u0219teni \u0219i validate de autoritatea local\u0103.<\/strong><\/p>\n<p style=\"text-align: left;\">Proiectul care a \u00eentrunit <strong>cel mai mare num\u0103r de voturi \u0219i care va fi implementat de Prim\u0103ria satului Bude\u0219ti este \u201eTobogane noi pentru gr\u0103dini\u021ba \u201eViorel \u0219i Viorica\u201d care a acumulat \u00een total 444 voturi<\/strong> (411 voturi online \u0219i 33 voturi pe suport de h\u00e2rtie). Astfel, copiii de la gr\u0103dini\u021b\u0103 vor avea noi tobogane deoarece majoritatea toboganelor existente pe terenurile de joaca ale gr\u0103dini\u021bei sunt vechi, uzate, distruse de timp \u0219i chiar periculoase. Pe locul doi s-a clasat proiectul \u201eTobogane pentru terenul de joac\u0103 din sectorul \u201eCleiman\u201d cu un num\u0103rul total de 170 voturi (152 voturi online \u0219i 18 voturi pe suport de h\u00e2rtie), iar pe locul trei &#8211; proiectul \u201eTeren de joac\u0103 pe str. Bal\u021bata\u201d care a acumulat 136 voturi (134 voturi online \u0219i dou\u0103 voturi pe suport de h\u00e2rtie).<\/p>\n<p style=\"text-align: left;\"><strong>Votan\u021bii propunerilor depuse pentru bugetarea participativ\u0103 \u00een satul Bude\u0219ti sunt preponderent femei<\/strong> (364 persoane).\u00a0 \u00cen ce prive\u0219te v\u00e2rsta, <strong>cei mai activi cet\u0103\u021beni au fost cei cu v\u00e2rsta cuprins\u0103 \u00eentre \u00a031-40 ani (171 voturi),<\/strong> urma\u021bi de cei cu v\u00e2rsta 26-30 ani: 120 voturi \u0219i 18-25 ani, care au oferit 95 de voturi din totalul de 616.
